Никак не могу понять, что значит "live operation" вот в таком контексте:
"At a planning meeting with the Criminal Investigation Department of the Police force, British Red Cross in Northern Ireland was asked to accompany the Police on an early-morning operation to uncover a suspected trafficking ring. Senior Red Cross personnel at the meeting understood the potential implications of this proposed joint deployment, regarded by the Police as a live operation to apprehend traffickers and release potential victims. A humanitarian assistance centre was set up but the operation did not unfold as planned. The victims were not where the Police believed they would be."
Чему, интересно, противопоставляется: "live operation"? Бывает "dead operation"? Или речь идёт о "живой" операции в отличие от какой-нибудь бумажной бюрократической работы?
