"Афоризм" полностью:
"Let me just tell you how thrilling it really is, and how, what a challenge it is, because in 1988 the question is whether we're going forward to tomorrow or whether we're going to go past to the back! … That's a Hoosierism. You've got to get used to that!"
http://en.wikiquote.org/wiki/Dan_Quayle Один из комментариев к этой "игре слов" - "Back to the past or past to the back? Is it just me or do you seem somewhat ambivalent today Mr. Senator?"
"...That's a Hoosierism..." - автор афоризма указывает на происхождение этой фразы из штата Индиана (The Hoosier State), как бы подчеркивая этим же свое происхождение оттуда (Huntington, Indiana - Quayle's hometown), и что он "свой в доску" "до мозга костей" (to the backbone)
Поэтому можно было бы интерпретировать его "афоризм" как "или же пойдем взад до костей мозгов!"
